Building Development

Rebuilding the Heart of Hoogvliet

The Hoogvliet redevelopment is a flagship example of human-centered regeneration in Rotterdam’s southern periphery. By replacing aging housing stock with new, climate-resilient dwellings and social facilities, the project repositions Hoogvliet as a green, connected neighborhood built for modern urban life.

Newly built mid-rise housing emphasizes light, greenery, and accessibility — combining family apartments with social and mid-market homes to create a balanced community.

Challenge

Transforming a Fragmented District into a Connected Urban Fabric

The core challenge was uniting fragmented post-war neighborhoods through spatial and social cohesion. Many buildings were obsolete and energy-inefficient, demanding a complete rethink of density, infrastructure, and liveability.

Approach

Building with and for the Community

Bakkers | Hommen partnered closely with local residents, public housing bodies, and the municipality to co-design an inclusive urban plan. The process prioritized continuity — ensuring that renewal did not mean displacement but rather long-term local value creation.
