Transforming a Fragmented District into a Connected Urban Fabric
The core challenge was uniting fragmented post-war neighborhoods through spatial and social cohesion. Many buildings were obsolete and energy-inefficient, demanding a complete rethink of density, infrastructure, and liveability.
